Cities are created by charter, like a corporation. Citizens form a city to provide services the private sector can’t efficiently provide on its own – water and sewer service, fire and police protection, parks and libraries, streets and bridges.
A city is a public services company that you own. The city council is your board of directors. In Houston, the mayor is your chief executive officer.

Each week (with a few exceptions), a Houston City Council meeting starts on Tuesday afternoon with something called “public session.” They reconvene on Wednesday and vote on actual agenda items.
Click on “Current City Council Agenda,” and you can see how the meeting is organized. Under “City Secretary Links,” click on “Current Agenda.” You’ll see meetings listed by date, with the most current one on top.
Under “Current Agenda,” find the meeting from April 3, 2018. You have to use the “custom date range” within the meeting search function to get to it. Click “online agenda” for that date, then scroll to Items 64 through 67. Click on the text of item 67 and take a look at the background information that was provided to Council members. Then, watch the video clip of that part of the meeting.
