General Information:

As we have seen earlier in this course, a tourism policy provides guidelines to a country’s tourism plan or vice versa (what comes first? – the problem!)

The purpose of this assignment is to require the individual student to engage foundational and conceptual knowledge about tourism planning and policy in a thorough critical and practical analysis of the tourism policy or plan of a country of your choice.

This assignment requires the individual student to:

(i) Search for a tourism planning report OR a particular tourism policy report related to a sustainable tourism strategy, approach or project from a country of your choice- students from foreign countries may choose their own country if information is readily available either online or through their respective embassies

(ii) Critically read, review and analyze the report (planning or policy) in view of its role in (a) identifying and addressing a problem of general or specific nature to be covered by the plan (b) setting the foundations to the development of a sustainable tourism strategy/project/approach, (c) informing the sustainable tourism strategy/project/approach and/or plan (d) supporting the strategy/project/approach and (d) ensuring linkages with other sectors of the economy through their action (operational) plans and (e) providing the framework for monitoring and evaluating the plan and or policy

(iii) Synthesize in a business memo to the Minister of tourism of the country chosen your views and suggestions for improvement to the tourism plan or policy you have reviewed

In other words, in this business memo you will need to:

(i) describe the salient features/topics and key areas of focus of the document (e.g. rationale for the need of this policy or plan- is it addressing a specific or general tourism related problem?; the different aspects/sections/targets of the policy or plan; the policy’s intent, etc.);

(ii) Show and assess how well the tourism plan complements and supports policy OR vice versa and provide suggestions where and how the report can be improved – use your knowledge about the country;

(iii) Where you find that the tourism policy does not inform the tourism plan OR vice versa,, suggest how this could be done better and highlight the particular limitations of your suggestions.

Your memo should be addressed to the country’s Minister of Tourism and could be structured (but not restricted to) as follows:

  1. Overview of tourism policy or tourism plan document – DO NOT SUMMARIZE- Be to the point and include the title of the document; when prepared; by whom; for what purpose; key areas of focus.
  2. Most important sections/policies of the policy document/ planning report – what are these sections/policies? What are they addressing? How likely will they achieve their goals? Why do you consider them as important? Are the action plans (operations and mechanisms) in line with the strategy? What systems of monitoring and evaluation are in place? Or not? If not, why not? – Include here your critical reviews based on theoretical and empirical evidence as a way of building your case for the assessment you are conducting.
  3. Relate the country’s tourism plan to tourism policy and other sectors or the tourism policy to the tourism plans and the plans from other sectors (Integrated plans such as Vision 2020 etc). How does the plan diverge from the policy or vice versa? How can the policy better support the plan or vice versa? Use evidence to support your points and reflect on their potential based on extant knowledge and empirical evidence from other countries
  4. Conclude memo with a reassertion of your main points and emphasize the nature of your constructive criticism of the plan/policy and the nature of evidence provided in support of your solutions proposed.

Consider (i) labelling the sections; (ii) use creative ways to draw attention to salient points/remarks/solutions etc. and (iii) proofread your memo before submitting it.
