Provide at least four (4) reliable, relevant, peer-reviewed references published within the last 10 years. (Original text of laws or court judgments may be more than 10 years old.) (Include at least two (2) additional sources from those used in Assignments 2, 3, and 4.) Your assignment must follow these formatting requirements: ¢ Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides; citations and references must follow APA or school-specific format. Check with your professor for any additional instructions. ¢ Include a cover page containing the title of the assignment, the student’s name, the professor’s name, the course title, and the date. The cover page, revised assignment, and the reference page are not included in the required assignment page length. The specific course learning outcomes associated with this assignment are: ¢ Assess various measures for assessing learners’ progress, including formal, test-based measures, and informal and observational measures. ¢ Evaluate alternate forms of assessment for special populations. ¢ Utilize a methodology for linking assessment practices to learning objectives. ¢ Apply new advances and current thought in the field of educational assessment. ¢ Use technology and information resources to research issues in educational assessment. ¢ Write clearly and concisely about educational assessment using proper grammar and mechanics The use of aptitude and standardized tests as a basis for decision making in education is not fair. It is unfair that only a single test is used to determine the course for a child’s education and probably his or her future. Consistent large scale evaluations are more effective and significant tools for assessment of the performance of students, and making different comparisons and decisions and this is not considered in aptitude and standardized tests. Additionally, dishonesty most of the time result from the fact that the results of the tests affects not only the students, but also the teachers and the school in general. The design flaws in the aptitude and standardized tests have been identified as a challenge to the application of these tools in evaluation and assessment. Some studies have showed how in the classroom the students improve in their mathematical concept learning. However, at the end of the year the students’ scores on the TAKS tests only had a slight increase. Messerli (2012) argues that the flaws in the exams are caused by the use of œitem response theory. Recommended ways of addressing the challenges To be fair, it is important that the performance of students is measured after looking for balance of information that include in-class performance, observation, interviews, projects, and class work. Suitable, consistent large scale evaluations are effective and significant tools for evaluating the performance of students as well as making various comparisons. There should be use of tests, projects, observations, interviews, quizzes, and class work. Such a collection of formal and informal evaluations can give a very good picture of the student performance. For teachers, to avoid dishonesty, it is important that their performance is not measured by the results of the children in standardized tests. Teachers should be assessed along a rubric that also includes visits to class by inspectors, course material reviews, and interviews among other significant examinations of the kind of education being provided by the instructor. With these solutions, it is possible to eradicate the use of standardized tests, and therefore the challenge of the flaw in their design will be automatically eradicated (Messerli, 2012). (Adopted from Driver, 1993) A rationale for the use of the tool, and the theory on which the tool is based The tool is based on the summative assessment theory which is used in elucidating the views of students regarding several concepts related to a topic, such as the œnature of science in this case. The rationale for the application of this tool is that there are various aspects of the nature of science that are tested; this means that the tool is important in assessing what aspects of the topic the students understand and which ones they do not (Driver, 1993) Benefits of the tool One of the benefits of such a tool is to break down the while topic into parts in order to understand the parts that the student understands and the parts that he or she has problems in. this way, it is easier for the teacher to identify the areas of weakness in particular students and address them appropriately. Another benefit in the use of this tool is that it adopts an already developed and field tested instrument for summative assessment. The conceptual diagnostic tests which are already established are grounded on research, already tested and used my many other students in different institutions, it is the end-results of long periods of time interviewing participants to validate distractors, and they are subject to extensive peer review (Driver, 1993). Limitation of the tool and propose a way to address the limitation Having been used for a long time, it is possible for the teachers to get accustomed to and fail to take into consideration the fact that knowledge is dynamic. Teachers may also be at a risk of using the tool without following guidelines due to the assumptions that they are already used to it. The solution is in doing a lot of constant research in the use of the tool to find and adopt any changes or new information. It is important to follow the guidelines which are developed for its use to get reliable and valid results. This generally means giving the test as a pre-test as well as post-test, securing the tests, providing sufficient time in order for the students to finish the test, stating that this is only a diagnostic test and therefore has no effects on their final grades, and giving all the items of the test in the very order which they are presented on the tool (Driver, 1993) A summative assessment tool 1. What is Art?

Curators are curious about art and careful how they write about it. These six writing styles are examples that give the curator practice in being creative and putting their thoughts in print. Each style expresses a unique approach to looking at art. The six have been adapted from an early version of Rita Gilbert’s “Writing Guide and Projects Manual” for art. As an expert, you will want your writing and thinking to be viewed in the best possible light, so always compose your ideas in your word-processor, then save your work, use spell check, and grammar check before publishing. ORGANISATIONAL CONTEXT AND BACKGROUND INFORMATION
You have been the senior manager of a large local government organisation (City Council) for a couple of years and have established good relationships and communications with internal and external stakeholders. The organisation is positively represented in the media and the community, and is a trusted company with a good reputation. Very recently you have hired Jane, as your assistant manager to help assist you with the leadership role that you have. Part of the plan for hiring Jane is also to develop more leaders within your department so that you can concentrate on more strategic matters of the department. The organisation has some strategic vision and values that employees have to align with and embrace. The following is the vision and values of the organisation.
Organisational Vision
Our vision statement helps us strive together towards a goal that we all share, whilst inviting us to consider who we can be as an organisation. We already know that we are a great organisation and we are well on our way to becoming an even better and more efficient organisation. Our vision for the future is to reach the “top 5 council organisations in Sydney that collaborate and innovates”.
Organisational Values
• We care about our customers and community
• We act with Integrity
• We work as one team
• We are committed to safety for everyone
• We continuously improve with new innovations
Our Values reflect who we are as individuals and as an organisation. They serve as a compass for our actions and are the guiding principles with which we carry out our duties. At Council, we are committed to recruiting new employees who live, breathe and embody our Values.
TASK 1: Prepare a presentation for inducting new employees (who are from diverse background) to the organisation. Your presentation should be brief and should not exceed more than 10 slides. The presentation must state:
• Vision, objectives and values of the organisation
• How the employees should assist in reaching those organisational goals
• What you expect from all new employees
• What they are entitled to do and what they should not do (based on your workplace culture)
• How you will help them and assist them as a leader
Submit the presentation slides and attach them as APPENDIX 2.
Scenario 1
Jane is newly employed as an Assistant Manager who has to manage an existing services team at a large local government department. Being new to the organisation, Jane must become familiar with the expectations of her new employer and with the key objectives of her team as a priority.
Jane has inherited a team that was dissatisfied with the previous Assistant Manager, who was described as a controlling person who withheld information from the team and took credit for their ideas. As a result many team members feel disillusioned and the team is consistently underperforming (it is not meeting operational objectives).
Jane’s new team is diverse. Team members’ cultural backgrounds, age, education and skills levels vary widely. Jane needs to develop strategies to build the team’s commitment to their set objectives so the team can start to succeed and grow.
On Jane’s first day, one team member tells Jane there is an unresolved incident that she needs to deal with. A customer slipped and fell when paying a bill in the reception area and as this is part of Jane’s team, she now needs to deal with the incident. The incident occurred two weeks ago when the team was in transition between leaders and follow-up has not occurred.
Jane reviews the WHS policies and procedures, and finds that the organisation doesn’t have a comprehensive procedure for investigating and reporting incidents in its administration areas. There is a template for recording the incident’s basic details and an incident register that is kept in the human resources unit. The health and safety representative for Jane’s area is on long-service leave. The WHS policy merely states:
Incidents are defined as any event that causes injury, potential injury or may be classified as a ‘near miss’. All incidents shall be recorded in the incident register, which must be readily accessible.
TASK 2: Suggest a communication strategy for Jane to review the organisation’s objectives with her team.
COMMUNICATIONS STRATEGY
TASK 3: Jane needs to prepare an electronic presentation to her new team to communicate expectations in a way that builds commitment. Provide an outline of the points Jane should include in her presentation.

TASK 4: Jane is to develop an incident investigation and reporting procedure that incorporates the assessment and treatment of risks to injury in the workplace. What should she include?

TASK 5: Outline the legislation, regulations, standards, codes or bylaws that Jane needs to abide by in resolving all incidents or workplace related issues such as employment laws, employment standards, employee performance, work safety, diversity & discrimination, information privacy, and environmental regulations. Explain and guide her why she needs to clearly understand them for her leadership role.
LIST OF LEGISLATION, REGULATIONS, CODES AND STANDARDS
GUIDANCE TO JANE:
Scenario 2
Jane has been working in her new job as a team leader in a local government department for two months. She is working towards building a positive team environment and culture but there is still a long way to go. Jane strives to be a positive influence and role model by sharing information, helping and assisting team members, supporting team members with resources and information and also encouraging discussion and team work. Jane has been informed by senior management that the long-awaited and much-dreaded computer system upgrade is to be implemented in her department in the next three months. This is because the organisation wants to update with new technologies.
She is asked to provide feedback and decide which of the two proposed systems will suit her department’s activities better: option one is the PRO356 and option two is the LXS841 system. As well, Jane needs to develop a risk management plan for senior management covering the introduction of the new system for her department. Jane is concerned about how her team will respond to the IT changes. Jane has turned to you as her mentor for support. Read the questions below and provide some strategies for Jane that address the needs outlined in each question.
TASK 6: List and explain any four actions that Jane can take to ensure she has the trust and confidence of the team.

TASK 7: Outline any four methods Jane could use to effectively include and consult with her team about the proposed changes.
TASK 8: List three resources/considerations Jane will need to take into account to ensure the new computer system can be implemented successfully.

TASK 9: Identify the potential risks and risk management strategy for Jane in her implementation of the new system.
POSSIBLE RISKS RISK MANAGEMENT STRATEGY

TASK 10: What leadership style/s (Autocratic, democratic, Situation or transformational) should Jane demonstrate to effectively promote the change? Explain your reasoning based on the situation.
Scenario 3
Jane has now worked in the local government department as a team leader for six months. Her team is beginning to work more effectively together. Jane’s objective is to continue to develop her team members so they feel empowered and encouraged to suggest new and innovative ways of working.
A key strategy to further develop the team is through increasing team members’ responsibilities. This will provide training and development opportunities for the team. Jane needs to consider how to delegate so she can assign new tasks to team members. She identifies three team members who have expressed an interest in taking on more responsibilities. Jane begins to delegate tasks to these three team members.
Gill is the currently the team’s administrative assistant and is interested in managing the budgets. She is also keen to undertake further studies in managing finances. Dephti is interested in marketing and wants to become involved in the marketing strategy. Mai currently does data entry but is more interested in customer service and sales.
Read the questions below and provide some strategies for Jane that address the needs outlined in each question.
TASK 11: Outline the steps in delegation that Jane should follow.

TASK 12: Jane needs to conduct a training needs analysis for the team members to ensure they can take on increased responsibilities and new tasks, as well as develop a training plan to address gaps. As a leader you participate and provide support to Jane so that she can conduct a training needs analysis and develop recommendations to address gaps for Gill, based on the following template. To complete this template use one of your co-workers to act this role-play as Gill while you be the manager who is Jane. This is the first section of the role-play. Statement of business ethics
The purpose of this Statement of Business Ethics is to raise private sector awareness of public sector values. It is critical that Council and its private sector contractors, suppliers, consultants, tenderers or business partners have mutual expectations of the relationship. This Statement defines the principles of conduct that are expected of both parties in order to ensure the integrity and professionalism of both organisations is enhanced and is a statement of Council’s values and systems of accountability.
The Council is committed to ethical business practices based on public duty principles. Council’s business principles are as follows:
• All procurement is conducted on the basis of value for money
• All business relationships with external parties will be transparent
• Procurement and appointment decisions will be based on merit and will be impartial and will not take extraneous issues into account
• Council procurement decision making processes will be open (where practicable) and accountable.
Value for money means an estimate of the worth or desirability of the goods or services offered. This can include such factors as initial cost, whole of life cost, quality, the extent to which the goods or services meet the specified requirements and also social and environmental responsibilities. Transparency means visible and verifiable confirmation of the integrity of the purchasing process and compliance with relevant legislation and adopted Council procedures. Impartiality means the purchasing process must be undertaken in a fair, objective, consistent and businesslike manner, leading to improved performance and cost effective methods of doing business for Council. It does not mean pleasing everyone. We strive to be impartial by ensuring that our processes are appropriate.

Riordan Virtual Organization & Environmental Scan Paper
Jason Patton
MGT/498
9/7/15
According to Albright (2004), environmental scan is the process through which business reviews factors that may affect its operations and hence thereby affecting its performance. Environmental scanning helps the management to get meaningful information as concerns some factors that may affect the performance of the business at a future date thus, environmental scanning helps the management to come up with suitable strategies to counteract the occurrence of come undesirable events that may affect the organizational performance adversely. It is worth noting that environmental scanning involves considering factors with the business that may adversely affect its operations as well as external factors that may affect the operations and hence the performance of a business.
According to North (2007), internal factors that may affect the performance of a business adversely are known as internal environmental factors and they include such factors as the organization culture, employees and the business management. On the other hand, factors outside the business that may affect the performance of a business are known external environmental factors and they include such factors as ‘political factors, economical factors, socio-cultural factors and technological factors’ among others. “Environmental scanning is essential to a business because it enlightens management to undertake precautionary measures against any possible future occurrences that may affect the performance of a business adversely.” (Kumar, Subramanian & Strandholm, 2001) Through this, the business is able to maintain positive financial performance and hence this ascertains it of its going concern. According to Hambrick (2002), environmental scanning enables businesses to undertake strategies to improve its profitability. This research will conduct environmental scan for Riordan and Apple Corporation. It will focus on each of the named companies, analyzing how Apple is staying ahead of the curve with its strategy and what Riordan can do to improve its plans for its strategy.
Environmental scan for Apple Corporation
Apple Company is a producer and distributor of electronic devices such as I-pads. The company internal environment is characterized by its culture. Its name and brand support the culture of the apple company thereby giving it competitive advantage over its main competitors. It is argued that the symbol and the company name give it customers’ goodwill since its known for producing quality products. The company acquires competitive advantage through external environmental factors the main being the economic factors. Apple Company produces high quality goods and hence they are sold at high prices. Thus, most of its products are viewed as Giffen goods and hence its products has high demand by the high class people in the economy as they like being associated with Giffen goods for purposes of maintaining their social class. It can also be noted that Apple Company is technologically advanced a factor that further gives it a competitive advantage. Apple Company produces its products in phases in that it releases a single product and allows it to sell in the market for a while as its business strategy. This helps the company to avoid any possibility of cannibalism of its products. The company measures the effectiveness of these strategies by measuring the volume of sales for successive products that it releases. This measurement guideline is effective for the company as it uses the volume of sales of particular products to know what features they would include or even exclude in their successive products. Apple uses just about all business strategies in order to stay on top. They are good to their customers, their employees, and they are the bar for technology. In order for them to stay so successful they want to stay good to everyone so people will keep buying their products and keep the best employees in order to make and sell their products.
Environmental scan for Riordan
Riordan is a serious player in the plastics industry with manufacturing plants in the US and China. With a mission of producing high quality plastics for multiple purposes, Riordan Plastics has developed a solid plan for success, which includes Six Sigma as the basis for quality and processing research. Global enterprises and government contracts are just a few of the companies and organizations with whom Riordan conducts business with.
As the plastics and polymers business is a unique industry, one would think there are not many factors, which may affect the success of Riordan. On the contrary, plastics are used for many products such as bottling of drinks and water, car parts, aircraft parts and appliances. It is because of the vast uses for plastics, which can cause the need for a change or adjustment to Riordan’s plans for the future. Competition creates innovation, and the world is in a constant pace for change. What this means is that at any given time one of the factors, which can affect Riordan, can affect Riordan, which could leave the company in a position for change and adaptation. For example, if at some point in the near future a starter up company developed an innovative new plastic which was biodegradable then Riordan would be left with its wheels spinning as a huge part of its industry contracts would be cancelled or not renewed. In order to keep up with any changes to the industry, Riordan must research product ideas as well as industry variables and scenarios. Only with preparation can a company possibly survive on the global market.
Conclusion
In the end Riordan and Apple both produce the best possible product in their field. But Apple on one hand uses multiple strategies in order to stay on top of their game and Riordan does not. Riordan tries but still has a bit of a ways to go. They struggle with the financial portion of their business and need to focus on that part more. A Financial strategy is needed for Riordan in order to straighten out their finaces so they can make more of a profit.
